This came fro the mid nineties back in my day and it has been debunked since. I think it started as a way to bring bush down in the election. These was a rumor about him playing a part in jfks murder and that one has not been 100% debunked yet as far as I know.

Also, some of the files 'lost', which are suspected to be the ones Vince Foster raided for Hillary and Bill to try and derail Bush Jr for the 2000 election. Of course Vince Foster was found dead by 'suicide'. They wanted AlGore in and since that failed they built up Obama for 2008.
