The two keys that everyone misses are, "REPLACE existing programs" plural, and "For US CITIZENS ONLY." LOL what they say and what they do are two different things. Nogs are citizens, the closets would be bulging with stupid status shit which in the long run will do NOTHING but turn them into even bigger consumers but do nothing to actually help the communities, and there is NOTHING in there that would stop my landlord IMMEDIATELY doubling the rent and (((HE))) absolutely would, the very next day. So as I see it that 1k does NOTHING for me, nothing at all.
