They have to earn it though with good grades and chores and if they don’t get it done, no phone. Also, they need to contribute a portion of their money to the bill so they understand that it’s not free. If their grades slip, phone goes away. Give them a smartphone at birth. They are the system's chattel property, not yours. If you want them to be fully programmed and operational in the system, you need to have them plugged in before they are walking. Welldone btw on spawning new souls into this. Yup, it's old fashioned but a household landline is a viable option to allow for emergencies while at home as well as stay in contact with their friends. Cellphones are for kids who can pay for them and prepaid phone at that. If they aren't 18, they cannot sign the contract and it teaches them to pay first/credit never. Or if you want to raise a self entitled snowflake, go add a line to your plan and buy them the super cool cancer protector cover and some condoms.
