That's not San Fran, it's Sausalito and it's only one neighborhood. They must have a target's home they want to install bugs and cameras.

Suasalito is just over the Golden Gate Bridge north of SF. It is a small tourist town and has wonderful views of the city of SF and the bay.

The drill is needed since tsunamis are a fact of life living in the ring of fire. Also the neighborhood in the hills is a typical are that a hill fire could ravage.

These are sensible drills and have nothing to do with pre terror.

I think that their "evacuation plan" will be to "squat where you stand".

They ALWAYS do drills on Saturdays; that way the gov't offices are closed and the people can participate as if they WERE at their jobs. Often there will be switchboards, etc. used in the drill which are actually offline to the public for the weekend but to prepare the operators for the types of phone calls they might receive or need to dispatch.
