That's part of the problem. the federal government should not be giving grant money to the states. the states should fund this shit themselves. with a steady flow of federal s money there is no incentive to solve local problems as actually solving anything would demonstrate less financial need for the future. thus, the city of baltimore and the state of maryland do not have to go to their own citizens hat in hand and ask for more tax money. they instead simply pass the cost of their failure up to the national level and are never held to account. this has all been exposed and needs to be shouted from the rooftops by more then just the POTUS. The local pols are just using these grants as slush funds to feather their own nests and to insulate them from the failures resulting from their corruption and incompetence.
