With Chicago's strict gun laws yet high gun deaths, why not flip to requiring gun ownership for all responsible adults?

Like Switzerland and Isreal. Get guns into the hands of the law abiding citizens. Get them trained. The current strict gun laws obviously don't stop the criminals from having guns and killing innocent people daily. How many decades of slaughter must occur before city and state gov't change the gun laws to give citizens the tools to protect themselves?
