In order for a theory to become a conspiracy theory you must place blame.
Saying 9/11 was an inside job isn't a conspiracy theory.
Saying 9/11 was an inside job perpetrated by the mayor and the owner of the building is a conspiracy theory.
These examples are not my opinions and are being used for educational purposes only.
