Propagating false information, for example collusion bullshit, is propagating a conspiracy theory. Conspiracy theory propaganda. Nope. Propagating false information is called a lie. Propagating that two or more entities conspired to commit crimes without proof is a conspiracy theory. Yeah, I don't disagree. The collusion hoax, however alleged multiple people rigged the election in favor of President Trump. It was a conspiracy theory, and it was propagated by many many people in government, aided and abetted by the media.
