Propaganda come in many forms.
Propagating false information, for example collusion bullshit, is propagating a conspiracy theory.
Conspiracy theory propaganda.

Yeah, I don't disagree. The collusion hoax, however alleged multiple people rigged the election in favor of President Trump. It was a conspiracy theory, and it was propagated by many many people in government, aided and abetted by the media. When you start talking about corporations the waters get really muddy on purpose. You aren't wrong though. How separate are the media from the government? Well I'm not so sure anymore. The only distinction I see is in the ownership. their goals are the same. It's fascism in practice if not in name.
