Nope. Propagating false information is called a lie. Propagating that two or more entities conspired to commit crimes without proof is a conspiracy theory.

It was a conspiracy theory, and it was propagated by many many people in government, aided and abetted by the media. When you start talking about corporations the waters get really muddy on purpose. You aren't wrong though. How separate are the media from the government? Well I'm not so sure anymore. The only distinction I see is in the ownership. their goals are the same. It's fascism in practice if not in name. Going back to the steel dossier for a minute, it wasn't really a conspiracy theory since they manufactured fake evidence to ruin someone. Not really a conspiracy theory, just an outright lie, that they stuck to.
