The last signature (nearest the bottom) of a document has controlling authority. When you sign anything and the notary seals it, the state has usurped controlling authority. This includes property deeds. When you purchase property, your attorney will grab the deed and race to the county seat to register your deed upon public record. If not already sealed... the registrar of deeds will seal the deed before placing it on the registry. This is also how the municipality / county / state presumes / justifies the authority to tax.
