I think it’s a warning to China to back off from Hong Kong. As in if you move in, we’ll sell Taiwan large amounts of military hardware so they can be protected from your shenanigans.

Install undersea cable around Taiwan that can have it’s buoyancy changed quickly and along with real cable inside (or not—make explosives that closely resemble fiber, etc) and include the non-publicly known kind of C-4 chemically created explosive in the undersea cable.

When needed, bombs away. Cut the damn Chinese ships right in half.
