We should ONLY make Puerto Rico a state IF they started teaching PART of their clases in every school at every grade level in English EVERY DAY .... and EACH student had to be in at least ONE, preferably TWO, classes each day that were taught in English.

US government could dangle a carrot in front of Puerto Rico with that requirement so it wouldn't be all vinegar and no sugar ... by picking up 25% or even 30% of the cost of Puerto Rico's schooling system under the guise of "English as a Second Language" cost.

The Puerto Rico schools are always short of money ... so if the US would make the carrot BIG ENOUGH that they would WANT to get the carrot.

NO Requirement that Puerto Rico leave Spanish behind or that everybody on the island use English, or that Puerto Rico businesses or government use English ... just that EVERY KID IN EVERY SCHOOL IN EVERY GRADE had to be taught in English part of EACH DAY.

Over time that would make younger Puerto Ricans bi-lingual ... which would actually help it's economy A LOT, just like it has helped Miami and SE Florida economy. It would make Puerto Rico a business center in the middle of the trade between Spanish speaking South American and English Speaking United States/Canada, providing an even bigger pool of bi-lingual educated young people than SE Florida can provide for servicing that trade.
