Every planet is roughly twice as far from the sun as the next closest. It's like a periodic table that you can use to predict where planets should be or probably once were.

Pluto is right where it should be to be a planet. They also have an orbital velocity roughly double the next nearest planet. Pluto's is bang on. It's a planet, no matter how small it might be because it fits the specifications for that spot.

We don't know enough about solar system formation to say Pluto isn't a planet just because it's small. For all we know, the first planet formed at the edge of a solar system is always small. And it probably should be.

We should expect that a collapsing cloud of gas and dust would reach it's maximum planet forming density some time after the initial beginning of the collapse.

A centrifuge does not kick the majority of the suspended particles out at the start up or the wind down. It happens some place in the middle of the cycle. That's why we have small planets on both ends.
