Why are parents encouraging/allowing them to go kill strangers who haven't done anything and are not a threat?

You should've gotten him a real job out of school. Most join for being poor and no other options. Then God's commandment "Thou shalt not kill" goes right out the window, and the parents must agree, because all of a suddden killing is OK them, as long as you've learned a skill.
