If the morans in congress had been doing their job it wouldn't have been necessary and they always have the option of replenishing the transfered funds. Therefore, TOUGH SHIT  Cutting school funding isn't going to go over to well come election time. Having open borders and letting in rapists and drug gangs and murderers to kill Americans is not going to go over well come election time. Sealing the border is why he was elected. This ensures his reelection.
