This is a sensualist story.
The cops aren't accessing cameras without the owners permission but they way the story is headlined it alludes that they are. They have to request to get access to view a video. They're just making a framework to make this process seamless.
It would be no different than if a policeman came and knocked on your door and said, between such and such times there was a crime can we get a copy of the video. They're just making the process electronic. You can opt-in and opt out at any time.
