Some ARE steam...some are diesel. It takes weeks to ship cargo to the Middle East. However, I think the idea is that you want to do that BEFORE initiating any serious action. Logistics and supply has to come first. Yes that is correct. Then it wil be an big build up before action. That wil take time.
