Less loss if refinery was actually obsolete. Did you know that a few years ago (last time I checked) many of Saudi's wells were pumping at 55% water? By now the ratio has got to be even lower.

So many of Saudi oil wells are going dry, those tanks might well have been empty and destroying them might have been a way to cover up reduced Saudi input.

At the time Saudi was trying to find another income generator and trying to convince their population that they might like to try actually working because the oil income is going to dry up.

IMHO the tanks getting holes on them was a twofer. Trying to blame Iran and get a war started AND offering an explanation for lower Saudi output.
