Q: US Capability determined to defend the US Constitution in readiness, recruiting, retention, pay and benefits, equipment maintenance.

Gen Milley: Trump increased the budget, well needed. Aprox 1/3 of military at highest readiness level. 1/3 in training, 1/3 in refitting. Recruiting pilots and cyber is high demand. Gen Milley: Early and aggressive high disciplined force protection took place. 62,000 troops deployed on Ship Comfort and elsewhere. 23,000 still in service. Warp Speed distribution will take place via military

Q: China

Gen Milley: Mathis National Defense Strategy is a good one. With rigorous and solid understanding of history and geopolitics, will need modification in the next administration to return to the Great Power of Competition.

During the Cold War there were 2 powers. Now we have a multipolar world more dynamic than one competitor (Russia at Cold War).

Q: State of the World, National Defense Strategy measure? (mentioned Teddy Roosevelt early on).

Gen Milley: We want to stay in the Great Power of Competition where we compete for many spaces. Where it doesn't shift to WAR or CONFLICT. We stay in competition and away from nuclear was by deterrence.

From 1941 - 1945 (WWI WWII) there was the slaughter of 150 million and we are still feeling the effects.

Measuring Russia, US has moved NATO forward
Measuring China, US is focusing on the Waterway that China wishes to use to advance.

North Korea, and Iran, US shows military and economic power and engages diplomatically (while sending a strong message of don't fuck with the US).

Opponent knows US capability, and our will to use capabilities. Keeping lines of communications open with enemies and adversaries happens. Opponents know what is deterrence.

Allies and partners are key to deterrence, unilateral cooperation is preferred in a collective effort. For instance in Afghanistan 42 flags were with US, we are more powerful in numbers.

Gen Milley: Rapid emerging technology, precision munitions now allows us precision strikes. We can image, see, and hear better than any time in history. Russia has it, China has it.

This factor is a fundamental change in the "character" of war. Robotics is emerging, where ships, planes, tank units will have no sailors or pilots.

AI and hypersonics are rapidly approaching with will determine conduct. Will happen in the 30's and 40's.

US Military is becoming Masters with training, doctrine, and leader development with give us an advantage in conflict.

Russia and China are assembling the same.

Q: Vulnerabilities?

Gen Milley: The world depends on electricity and the internet. US needs to protect both of those substantially because other nations intend to blind us. They also aspire to take out satellites to disable navigation and timing.

Electronic warfare budget has increased, US is hardening and training.

An EMP is certain, so US military is training for dark situations and manual controls.

Q: changes in military in the future

Gen Milley: US infrastructure as a whole depends on national funding. US hit by pandemic is a downturn. Most likely Pentagon budget will be decreased.

Overseas bases and deployment will be reviewed, national security interests will take a good look at what is warranted.

Q: Posture in the Middle East.

Gen Milley: roll the clock back, 30's oil and after WWI and WWII the US came out in better shape than other world powers so US made the rules and structure. (named by MSM Liberal World or Economic World). Then in 89/90/91 the Berlin Wall came down and everyone subscribed to 1945 US Rules. US became world police.

Today those conditions may not remain. US is now oil independent and should not be the guarantor to Europe and Asia.

Other interests like Human Rights and Terrorism and protection of Israel are up to leadership to decide and then military reacts and executes.

Afghanistan in the last 5-7 years has become a stalemate. So US security negotiated settlement for power sharing with Taliban. US will reduce troops to 2500 by January 15th (reducing to 2 large bases and smaller satellite probably).

Iraq wants US training (high ranking US military) to protect against Iran aggression. Reducing troops there to 2500 by January 15th also.

Somalia footprint of al Shabab (splinter al Qaeda and ISIS) has capability to reach US homeland. High risk enemy operatives.

Korea, they will provoke but not too worried because of strong alliance with S Korea and 28500 troops and Japan deterrence is significant.

Gen Milley: Advanced biological weapons and nukes being used deliberately is a strong possibility.

(his voice increases tone at this point). Economic devastation and death, yes a concern. If a Nation State were to do it would be a drastic move and act of War.

Terrorist are not rational and there are specific organizations that are looking to use these. US guards constantly. Lessons learned from Covid to increase stockpiles PPE, and put protocols in place.

Nukes are more devastating now. Hiroshima was 10 kiloton, killed 80k people in a flash. But 1 kiloton would wipe out lower Manhattan. Extraordinary measures to contemplate this very dangerous move.

Rogue terrorists WOULD use these. So nuclear proliferation against accidental theft, use has increased. Deterrence becomes more mature and complex. US should become more disciplined to recapture and not limit capabilities.

China proving it will use "non-lethal" weapons against Americans. Goes along with the "God Particle" weapon they recently announced.

As General Milley mentioned in his Brookings Institute interview, a Nation shows it's military capability as it becomes a Super Power. The attempt to frame China for using a biological weapon Covid could have been a statement by lesser powers to knock China out of the Super Power race.
