There's a few things going on here. US pulling all bombers back to US soil.

1. US having bombers 1-2 hours from targets will now be 6-8 hours from targets
2. US bombers in Guam are sitting ducks (China, others)
3. Changing the rotation avoids strategic predictability, and allows operational unpredictability.
