What comes out of their mouth is usually the opposite of the actual truth. It's a "diplomacy" tactic, power of suggestion.

Why emphasize this now? Accusations are usually a declaration of guilt! So Saudi is essentially denying that they use ANY weapons. They denied 911, they will deny biologicals, they will deny, deny, deny hoping that the denial will stick on something like a booger.
