I live in NYC so I can speak from experience and I highly doubt these 2 incidents are connected.

You can find such equipment, like an anti-tank rocket launcher.. in Chinatown. These weapons get trafficked by all sorts of groups to Jersey City, Brooklyn, Queens, Bronx, etc..

They're not connected. However, I'd be more focused on the missile launcher discovery because that is very close to where those Israeli's were seen and caught celebrating on 9/11. There is a huge Israeli population there and in Brooklyn.
