The Schiff guy is mentally unstable. He is incapable of rational thought and is very delusion and very likely a danger to himself and others.

I do not believe he knows right from wrong and is not capable of performing the duties of a Representative in the US Congress and he should be hospitalized ASAP.

Is there a Baker act of some sort that citizens can use to have him confined and evaluated?

Immediate intervention is needed before he leaks information that could bring danger to this nation and its citizens.
