Common sense says that's where the barriers were most needed anyway.

For what it's worth...I am and always have been for the wall and closing and controlling our southern border.

Is the wall being built or not, and how do you know?

Easy go to Texas, Az or New Mexico and watch it being built.
Lots of stories in the local news, in those areas, about the border wall going up.
So take you pick of sources or go see for your self.
I could tell you it is, so could others, but you seem like you must see it for yourself, so take a trip to one of those areas.

I can vouch for at least my area. Barriers are going up here. Still one city fighting it but so far they're losing (thank God). Deep south Texas, Rio Hondo/Brownsville area.

A complete lack of fence currently means the area is remote and has little border pressure, so no fence is needed right away.

Both. There's areas with completely new structures but most of it is replacement of old (literally a single barb wire strand) fencing/barriers. The city that is fighting (Mercedes or Mission, can't remember which) is going to have completely new structure. They are/were fighting about a cemetery & a water treatment plant.
