8 inches of projected rain, in addition to the noted storm surge/wind damage issues, is going to cause lots flash flooding both in the Tokyo area and on the landslide prone mountainous areas. Interestingly, and as you have noted, the Tokyo region is so heavily developed/populated, that even a relatively weak Cat storm can inflict several billions of dollars in damage including to seaport locations and infrastructure; I believe that we have seen pictures in the past of lots full of new Japanese cars in port flooded out before making it on-board the transport ships.
