You see, if someone really did leak it, then it is a crime because they were passing classified information to a journalist, and it would be a crime on the part of the person who held the clearance or had a duty to protect the information. If it was made up for nefarious purposes without the actual mishandling of classified information, as part of a broader conspiracy, then I would think that it would also be a crime. The only way that it might not be criminal is if someone asked someone with access to pretend to be a source and pass phony information, who took him at his word and acted in good faith. Perhaps the only reason that that wouldn't be a crime might have something to do with the changes that they made allowing for state to perpetuate propaganda not so long ago.
