I just found an old Time magazine article about the power outage in NYC in 1977.
It lasted 25 hours only, yet people went crazy looting, rioting and setting fires. Those were fairly peaceful times too.
Now they plan on having no power for a week in all these CA metro areas?
Something other than fires worries is definitely up.
This is nuts!
