If I lived in the area I would fill EVERYTHING with water!!!
Water for drinking, cooking, washing...even fill outdoor trash cans for toilet flushing!
Dig a trench, line it with a plastic tarp & fill it!
If they can fuck with your power they can fuck with your water!!!
Just sayin'...
