I'd say that given what is happening in this country right now, a foreign government, with help from the inside, might have sought to exploit the situation, and given how badly California is infiltrated, and the size of its economy stand alone, might have sought to inject something, an unconventional weapon perhaps, into the system to create even greater chaos, or the might have injected it, and are using the potential for greater damage and harm to the population and infrastructure as a means to blackmail some elements of the U.S. government, get them to back off of rounding up and arresting some of their well-placed agents in place, who have been responsible for the infiltration, and are responsible for dragging us down to where we are today.

Perhaps what we are seeing is attempts to mitigate that damage or to contain that threat.

I'd say that such an act would make if even more imperative that those responsible for making something like this possible be removed from important positions where they might have used that power to allow for such an attack to happen in the first place.

Seeing something like this makes the recent activation order that some have been discussing all the more interesting.
