Agenda 21 / 2030 is about creating conservation areas. Off limit areas to mankind.

How do you accomplish it without forcing people overtly?
-You raise gass prices so high that commuting to cities becomes all but impossible to afford commuting
- you burn them out
- you remove and close hospitals in rural areas
- you propagandise the city dwellers that their cost of living will rise to accommodate rural dwellers - and place that cost on to them
- you propagandise the city dwellers that those who choose to live in rural areas are a burden to them, and an inconvenience to them
-you raise prices astronomically to new build in rural areas
