That's been the plan for decades. Apparently not so easily done. But no new developed ares should be allowed without it.
If the winds are as strong as they say, there will be a fire somewhere, but the power companies don't want the blame again. I've seen where a car dragging a tow chain caused a series of fires along the highway from the sparks it threw off.

I meant the chain dragging........ If conditions are tinder dry enough and you've got overgrowth.... I was in a drought one summer with no rain for more than 90 days. Lawns were spontaneously igniting.
