Even if people have solar panels hooked up to their homes, they may not get to use them. A lot of power company lobbyists have made sure that the laws were changed in many jurisdictions (Don't know about CA) so that you can only feed your own solar power back into the grid and get get paid by the power company. You cannot have a switch to power your own house from your own solar panels, in case the grid goes down!
