AP is reporting the real number is 1.5m, and will last for 3 more days minimally.
Utility is reporting CUSTOMERS (meters) affected(often a house/apt has more than 1 person living there) Same difference as reporting cars that were parked at a sporting event vs the number of people that were at the sporting event. There are going to be 2x to 3x the number of people at that sporting event than number of cars that carried them there since most cars would have carried 2 or more people there.
