The high winds that are common in California causing the power lines to arc is the most likely cause. I have witnessed it happen a couple of times here in Texas. In Texas the power companies are pretty good about keeping the trees trimmed back to prevent this. The morons in California wont let them be maintained correctly because of “harm to the environment.” And the same goes for clearing out underbrush that feeds the fire once it gets started.
