His problem is that he is too concerned with preserving the institutions he's supposed to be inspecting so he tries to downplay the overall corruption. That's my major problem with him.

The Impeachment "Inquiry" was launched as a pre-emptive narrative that would allow Democrats being indicted under Horowitz's report to claim Trump was attempting to; "silence opposition...abuse his power, obstruct, distract from an impeachment etc..."
