No, the King of the North most definitely comes from the region now called Turkey. In Daniel's prophecy, the role of the King of the North was first fulfilled by Antiochus IV Epiphanes (original name Mithradates). He was a ruler of the Seleucid Empire, which covered, in part, the area today called Turkey. Any future "King of the North" must come from this region.
