even if this goes thru and many vhf/uhf repeaters are removed from mountaintops

ham radio operators those most advanced ones -not idiots with baofeng handhelds can still communicate with same locations using lower frequencies (HF) and Near Vertical Incidence Skywave methods where signals are transmitted straight up and bounced back by the ionosphere even when long distance propagation is absent due to lack of sunspots
this will require much more skill and operational know how than just pressing a button on a handheld set to use a repeater but is still doable

this move by the state is egregious and mind numbing however there are a few problem areas that need to be talked about

There exists an extensive network of ham repeater owners usually retired state employees with 'contacts' who have benefited by installing their own "PRIVATE" repeater systems at prime locations. these contacts allow them to not pay space rental fees under the pretext that the repeater will be used in some kind of emergency. many of these people are involved in the power structure of local emergency communication organizations run by cities, counties and the state

These repeaters are listed as PRIVATE in repeater books and the owners do not allow regular hams to use them for normal communications (this is allowed by the fcc rules) this happens because there are always selfish and egotistical people in any community and because some must feel dysfunctionally superior by having this resource and making it unavailable to others - I guess
Their excuse is- we paid for it and we're under no obligation to allow others to use them

99% of these repeaters sit quiet and unused 99% of the time just occupying coordinated frequency pairs not allowing other hams to put up their own repeaters without obtaining coordination for the pair (each repeater uses 2 frequencies input and output and a ham coordinating body assigns pairs based on geographical coverage area to limit interference)

regardless of the silly "private repeater networks this move by the state is going to hurt regular people and the ability to communicate in emergencies as great most ham repeaters are open for anyone for free and a priceless resource for all.
usually those repeaters are maintained by clubs or private individuals who could never afford to pay ridiculous proposed fees

Well since it comes less than 2 weeks since the sale of cheap 2 way radios was banned, I am thinking it is looking more like an attack on independent comms.

Although this sounds like it is only repeaters on state owned property. Any body with the knowledge can setup their own repeater with a decent antenna and radio.

This still will not prevent connections to repeaters using digital hotspots or Echolink like programs.

Shutting down HAM radio repeaters is an assault against a part of the country's national security infrastructure imo. I keep wondering why Trump doesn't intervene & force them to stop. MAYBE this is why he has the USMC on standby.

perhaps i read it wrong? it looks like they want the repeaters off public land unless you pay rent, because they no longer have use for it. so either find a source of funding for the rent and fee's or move it to land you own/control. it's a property rights thing, not a shutting down the signal thing.

we gave you free rent because it benefited us, now it doesn't so move or pay.

And hams have "field days" to practice setting up mobile comms( repeaters etc.)Radio is democratic. Anybody can go up on a mountaintop (high point) with a few batteries and setup a repeater and an antenna.
