Clapping should be encouraged, it would make a great tool to aid in culling the heard. Adding a research department dedicated to curing the triggering affliction would better serve the students.

Does anyone understand how seriously dangerous this kind of teaching is to the whole of humanity? It may appear silly, odd, or even humorous .... but this kind of insanity will ruin lives and livelihoods! The young are being taught to behave in a kind of induced insanity and told it is normal. It is not!

There's a difference between blowing smoke in someone's face, which is rude, not pollite and even unhealthy and clapping in your hands.
As I stated before in this thread (although accidentally as an AC): Clapping in the hands is, I think, globally seen as an act to encourage or to congratulate someone. I do understand that high sensitive people have an issue with clapping, but that is statistically a small minority. If those people say they are triggered or it is disturbing, I fully understand. However, I can hardly believe you have a full school of highly sensitive people?
In my opinion some groups of people need to learn to cope with the fact that they are not the center of attention or the world.
What if I say tomorrow I cannot stand the clacking of the heels of shoes on the floor. Will you forbid then classic styled shoes? What if I get triggered by music? Will you forbid any kind of music.
Give it a break: this is just silly. Kids of today need to learn to grow a spine again.
You know, I got two kids, 12 and 14. We raised them by learning them to have discipline. Making mistakes is allowed, but you also pay for the consequences of the mistakes. Example: when they are bullied at school, I told them to get away from the bullies in the first place and ignore them. However, when they don't stop or they get physical, I told them explicitly they should defend themselves. They ARE allowed to hit back. However, I also explicitly told them that school regulations stipulate that fighting at school is not allowed. So if they get sanctioned for getting into a fight, even if they were bullied, they WILL have to obey to the school's sanctions. I will NOT go to the teachers for that (unless I deem the sanction completely unfair, but up to now, the school has been quite fair when it comes to sanctions). You know what the oldest did about a week ago: somebody was bullying him and tried to trick him into a fight. He waited until the bully tried to hit, and he just floored him. No hit, no damage, but a lot of reputational damage for the bully because he got floored in a smart way by a kid younger and smaller than him.

You see: the above is how you raise your kids. You teach them values, you teach them how to cope with set backs, you teach them how to be smart, how to solve problems. This way you prepare them for the life as an adult.
Putting into place all kinds of regulations and taking away or forbidding anything that some kids might not like is NOT preparing them for adulthood. It is called spoiling and in most cases kids who are raised like this end up nowhere or get a burn out the moment they have to cope with an issue which is not taken care of by someone else.
