Think of it like this. If you were wearing an ankle monitor and you didn't want your public to know it, would you trust that your pant leg would conceal it completely, all of the time?
Women tend to wear pants that snugly fit their ankles. That makes dresses out of the question.
If that is hard to imagine, think of that picture of Michelle Obama wearing a dress with her package showing.
That is a potential reason why they would prefer the boot, over other forms of trying to conceal it.

Therefore it makes perfect sense for a baseless conspiracy theory.
