I don't believe NY has this same rule. I wouldn't be surprised if he's not secretly trying to sell his NY home. I know if I were him I would sell it because then NY can't seize the property.

This could be a political move for the upcoming election. Florida is a swing state, and he may think that as a resident of that state, he will get more votes from it. His residence in New York will not help him at all in getting that state right now, but moving to Florida may help him win that state.

Or it could just be the beaches...

In one of the recent press conferences someone asked him why Florida is getting everything they ask for and NY isn't. I didn't think much of it at the time. Hmm.
