It looks like a guy in black socks to me. It appears to me that someone on the ground out of view does something to him that causes him to go limp and then drop off the sheet.
It doesn't seem like it was due to arms giving out but it might have been. It's not as if he had enough length to lower all the way to the ground so I think he realized he faced a steep drop either way.
