I know people in intelligence. The military can't get funding to spawn new enemies, buy new hardware to give away. The Federal Government is cracking down on it all. The Military Industrial Complex is bound by no law and can do anything it wants however the government can pull the funds.
Now the military has to pirate everything now to pay for play. No one can stop the storm till it runs its course. But the government pulled the funding. Most military forces operating over there isn't even officially American forces.
Americans are not the only ones with a out of control rogue military complex, Russia is having problems as well as EU and China.

Well there are Three Authorities starting with Federal, State, and Local its like sending a electric signal through a poorly conducting material bunch a criminals inbetween taking a cut. The Federal Government has good intentions however State and Local need to go.
