Nah man, it's because the USA is the last major obstacle in the way of a "New World Order" or "One World Governmental System", and the CIA has slowly filled up with a cabal of globalists working with other globalists to achieve their "utopia". It's all about control, divide and conquer, solve the problem they created, fix it and look like heroes, and the brainwashed idiots will fall in line and give you unquestioned loyalty.

For the "powers that be" to get the ultimate power and ultimate control over everyone the USA must be dealt with first, as Americans love their sovereignty and would lead the resistance against it and help out the weaker countries trying to oppose it.

Eliminate the USA (as they are now) and you eliminate the resistance.
