The legislative ( law ), the executive ( upper management), and the judicial ( judges). No one group can control and demand the other to do anything. It was created that way so no one person has more power than the other. The US president can only give advice on procedure that's his only power very limited for a reason. So bellyaching that nothing is getting done does not rest on the president, They work for us and if we see an injustice it is our responsibility to see it through. US we should be calling the shots, not a few people.
