Schools are going more and more to contract subs who are part of Kelly - not the system. So in a lot of cases like this, you wouldn't be suing the district, but Kelly Services. Schools cannot afford law suits for cases like this. Subs get, like $60 per day, and the kids often are really terrible to subs. So, it's a chicken and egg thing. Schools are broke because of law suits. Law suits happen because schools are broke and do not get the best of employees.
