If I were out there I would consider rigging up a water tank in the back of a 4X4 3/4 ton PU. Get a decent pump on it with a 1 1/4" hose. They make some pretty decent 12V pumps but they require dual batteries. The best ones are PTO driven.

I live in Southern California and we are all under a Flash Flood Watch... soon to be Warning. We are expecting significant rain from Wed, Thurs and Friday. How the HELL does this translate into shutting the power off?? As if it were dry, windy Santa Anna's . Something fucky is going on here.
