As a drummer i have advice
An electronic drum set.
Roland makes inexpensive sets which have good resell value if noonger played.
They are not very loud but you can hear some tapping sounds
Son will use headphones and can learn to play an instrument
As a 15 year old who played drums everyday it kept me out of trouble and gave me an outlet for teen agnst
