Now, in certain places - like Pakistan, for instance - they try and arrest the parents for refusal - which is why doctors, nurses, and security health officers get killed in their own beds. Other places, they fine you - like in Europe. But in the US, at least for now, there is nothing preventing people from saying no and going about their business.
