You see the tops of the clouds barely peaking over the horizon at first. Earth blocks the rest from view until the storm gets close enough. The closer it gets, the more of the cloud you see touching the horizon. Eventually the whole system is off of the horizon completely and floating in the sky where you can see the whole thing.
